Dog eye red?

the skin around my puppy's eye is reddish. his eyeball looks normal though, not a lot of blood vessels. what could be causing this? i looked up "cherry eye" and it doesn't look like that, also there is a condition where the eyelid droops and rolls in or out, it doesn't seem to be that but it could possibly be. it is not puffy and he doesn't seem to be scratching it but it looks more red than it should be.
