Second Cl Citizens....?

Asians, Hispanics, and other smaller minority groups have imilated into America as 'second-cl citizens'. Second-cl citizens meaning that by nature there is a ceiling because 2/3 of America is still Caucasian and rightly so, the fat of the rights go to the dominant majority in a democracy. The question is about blacks...are they second cl citizens like the Asians and Hispanics, or possibly a perpetual third cl because of a nagging ghetto class that is a majority African-American?
